Carrier not pulling in for ST (transfer) orders

Hello Team,

The routing has a setup where it should pull in carrier 10991 but it does not.

It pulls in 10924 based on the ship to zip code of  60411, which is rout 57214.

as per our routing hierarchy, they should be pulled carrier as 10991 but Pulled as 10924.
