How to set a login banner for Databases on ODA?

1. I tried setting

SEC_USER_AUDIT_ACTION_BANNER

both in

ORACLE_HOME/network/admin/sqlnet.orac

and

/u01/app/19.0.0.0/grid/network/admin/sqlnet.ora

and bounced the listener using

srvctl stop listener  && srvctl start listener && srvctl status listener

but when I login to sqlplus, the banner does not show up?

2. There are a few community articles (and a metalink note as well) regarding JDBC errors after setting banners - any updates on that, please.
