What is the purpose of location key flexfield qualifier?

What is the purpose of location key flexfield qualifier?

I mean what is the difference of enabling location key flexfield qualifier or not

Navigation Path: Set up > Financials > Flefields > key > Segments > F11 > Assets > Ctrl+F11 > press down arrow > until you get "Location Flexfield" > Segments > Flexfield Qualifiers > Enable

In my application it is not enabled and when running FACheckSetup diagnostics it gives the following error:
