EM Cloud Control 13.3 shows pluggable database targets down, however these actually are up and it is

Hi

Enterprise Manager Cloud Control 13c Release 3

Version 13.3.0.0.0

Oracle Enterprise Linux 7

2 node RAC database.

Seems like targets "pluggable databases" are down, but databases are all online.

On Cloud Control, I can monitor activity in realtime and view "Top activity" page for each and every one of these.
