Adding new line adds commission

Hello,

I have a scenario where we add a freight or sales tax line after an order has been created. When we go into SOE to add the line, the newly added line brings the commission amount down from the header. Why does this happen?

P40HDR is not active for SHCMC1

Update header to detail is turned off on P4210

Detail first processing option is active behind P42101

Issue happens in both P4210 and P42101

I thought that if P40HDR was not active for the field, it would not copy that information from header to detail. Also, wouldn't turning off the update header to detail processing option exclude all updates from the header to the detail?
