Error - You are not authorized to use the processing option application

I have a user who has the necessary application and processing option security to run a report, but when they click 'Submit' they get the error "You are not authorized to use the processing option application".  They click OK to the error, then get the Printer Selection screen and can submit the report.  But they never get the Processing Option prompt.  I'm sure the fix is something simple, but I can't find anything on the Oracle Support site.

Tools Release = 9.2.3.5
