Deliver to Business Purpose on Customer Site must to add a Deliver to in Sales Order

At my client site all customer sites / addresses are created essentially with Bill to and Ship To business purpose If I have to create an order where the ship to is different from the deliver to, Is it must to have an site for the customer with a business purpose deliver to. Customers usually have several ship addresses and I would like to use another ship to site as deliver to.
