OTM 6.4.3 : Defaulting Date Field in a Custom Manager Layout

Hello All, Is there a way to default a value ( say, current system date/time ) to a Date Field in a Custom Manager Layout. I am trying to default the current system time in the Event Date/Time field in a custom IE_SHIPMENTSTATUS Manager Layout. We are in Cloud Release 20B.
