SBC is not manipulating uri-host portion in Request-URI & TO-Header in the inbound INVITE

HI Team,

I am working on new SIP implementation for one of our esteemed customer. I have prepared the HMR to manipulate the uri-host portion of Request-uri & To-header of inbound INVITE and applied it on in-manipulation id on session -agent but the SBC is not applying the HMR. Need help on this issue. I have also added inmanip-before-validate option under sip-config but still no luck.
