Fix P070931 Search

Hi Everyone,  Currently Bug 26096836 requests additional fields; Union, Pay Status, and Employee Status be added as search criteria to the P070931.

Can the program first be fixed to at least filter to exclude employees with no record in the Table being queried (F06146 or F06147).  Currently the screen displays ALL employees in the F060116 regardless.  Also, it would be great if the Year could be added, currently the employees last year information is displayed regardless of the current year.  For example, we have employees that terminated last year OR moved to a different accrual plan this year.  The P070931 displays 2019 activity for these employees, for the transferred employees old accrual plan and for the terminated employee..
