Formula Counter for "PEAK" usage

in Install Base and Asset Tracking - EBS (MOSC) Question

We have a new acquisition that we are migrating from a legacy system into Oracle EBS.  One production line currently bills the customer for their "peak" usage over the course of a billing cycle.   We had hoped that we would be able to use a Formula counter to accomplish this same functionality by creating a formula for MAX(:COUNTER) and associating the :COUNTER attribute with the daily counter.   Unfortunately, the formula counter is still billing for the cumulative quantity for the daily readings.

Has anyone else successfully defined a "peak" usage counter?  Any other options for accomplishing this would be greatly appreciated.
