Transportation rates: how to manage non quoted postal codes intervals

We are having negotiated prices from a carrier but only for some specific area for which we have regular shipments.

For other areas, we need to request spot quotes.

so we have setup a rate with lookup 2 being postal code but we have setup only the postal codes for which we have a quote. We also have a second route setup by country where we indicate that rate is in route.

Now every time we have a shipment for a destination that is not preset, this carrier's routing comes with red error that lookup 2 not setup. How can we set the rate so that it would not come up with error if postal code is not setup?
