What is store in FRM_DOCUMENTS_B and FRM_DOCUMENTS_TL?

I am puzzled.....

The count for FRM_DOCUMENT_DETAILS is 414,287 records but FRM_DOCUMENTS_B and FRM_DOCUMENTS_TL only have 51,300. records in them. What is stored in FRM_DOCUMENTS_B and FRM_DOCUMENTS_TL?  The .etrm says "Stores the un-translated parts of a Report Manager document." What does that mean?
