Where do the personal data ethnic group regulatory region and ethnic group fields default from?

The country code for my primary permission list is USA.

The default for Australia, China, Malaysia, United States, New Zealand, Singapore and United States country flags is 'GBR' and the ethnic group is '9'.

The default for Religion for these country flags is 'USA'

Home address country, birth country default  is 'USA'

I checked business unit, location, country, regulatory region, primary permission list, component and page security defaults, but I don't see where 'GBR'  could be populated from.

Any other setup that I need to review ?
