odacli update-dcscomponents -v 19.6.0.0.0 hanging/failing

I'm in the middle of upgrading an ODA X6-2L from 18.8 to 19.6.

The OS upgrade to Linux 7 ran through fine however I am hitting an issue running the update-dcscomponents action

When I run this the session just hangs before eventually coming back with:

# /opt/oracle/dcs/bin/odacli update-dcscomponents -v 19.6.0.0.0

DCS-10008:Fail to update DCScomponents: 19.6.0.0.0

Intenal error while patching the DCS components : DCS-10001:Internal error encountered: Failed to start DCS Agent.

I can see following error in the dcsagent log repeatedly

! com.oracle.dcs.commons.exception.DcsException: DCS-10001:Internal error encountered: systemctl show --property MainPID initdcsagent command return invalid output :Failed to determine peer security context: Protocol not available
