How to update financial plan forecast using API

My client is looking at the possibility to automate the update of the Financial Plans forecast as the current process via the forms is cumbersome and they are required to update the forecast at the start of the year for 100s of projects. All these projects are very long-running projects. These yearly forecast are divided into months in the Financial Plans. Can I use the PA_BUDGET_PUB API to update the Financial Plan and if yes does anyone have a sample code or API detail document I can refer to understand how to use the API to update the financial plan
