Use of Like TS duration while using base rate of sales for forecasting

Hi,

While we are doing forecasting of new item/ new store based on base rate of sales what is the role of Like TS duration (Periods) in that. We have observed that item store was ranged for long but forecast was not generated so we were speculating that is there any role of TS duration (period) while forecast is generated based on base rate of sales.
