Application Method "Lumpsum" not available when attempting to create a modifier to give discount at order header level. Application method "Percent" is only available.Customer requires to give Lumpsum discount at order header level and not based on percentage. Hence customer needs that, Application Method "Lumpsum" should also be available, when defining a modifier to give discount at order header level

Performed an internal test case in R 12.2.5 instance

Attempted to create a new discount modifier 'XX' in order to give discount at order header level
