How do you get the MA family medical leave to only be .378 if employer has less than 25 employers

No matter what I set the company state tax table for MA the Family paid medical leave takes .75% even though we have less than 25 employees.  Is there a way to set that up because we are getting a notice from Mass that we are overwithholding.
