How does memory free sortage cause IPC Send Timeout messages and how does it hang RAC database !??

How does memory free sortage  cause IPC Send Timeout messages and how does it cause hang  a RAC database running Oracle18c on AIX 7.2  ?

From DOC ID 1389520.1 it is mentioned that the memory free sortage as starvation resource can impact  RAC database due IPC Send Timeouts messages and hang database, but OS ADMINs ask us why oracle doesn´t use of virtual memory free or swap area for work on AIX OS system. It was running in a couple of times over 3 and 7 minutes running on 150MB of Real Memory Free and no swapping, a scan:free rate pages over 4 from NMON OS statistics. Then after 3 hours from this event,  IPC Send Timeouts messages were send without any other resource starvation observed.
