High CPU load when calls are breaching license limit

we have a max-session limit of 3400. Every Monday there is an avalanche of calls through this SBC ( CoVID-19 numer goes through) and they get rejected with 503. Nevertheless, our cpu-load goes to 97-98% and we have an alarm, not to speak about quality of calls that are established. Is there a way to avoid this cpu overload in this situation?
