Upgrading Cloud Control 13.3 to 13.4 fails

Hi, I'm in the progress of upgrading our Cloud Control 13c release 3 to release 4. The installation failed in the first place as it wasn't able to apply some oneoffs. I manually did that and through the command ConfigureGC I'll try to upgrade the 13.3 to 13.4, but it constantly fails with the message

I've been trying to figure out to download these plugins, thought I had them but it still keeps on nagging. Any clues on how to solve this?
