Personalization on Enter and Maintain to change Prompt of Previous Nationality Field

Hello Everyone,

R12.2.9

Im trying to make personalization to change prompt of field Previous Nationality which on Additional Information Tab, I attached the condition and actions which I did but its not working

Tried to change the Trigger Even to become (WHEN-NEW-FORM-INSTANCE) but not working too

And inputs folks
