Delegation while on leave, are absence requests sent to proxy or delegator's manager?

Employee Laura reports to Denise who is on leave and reports to Paul.  Before Denise went on leave, she setup a delegation for absences to route to Chantal til the end of the year.  However Laura's submitted absence request was routed to Paul not Chantal the proxy, why???
