CPU jul 2020 fails on 31247612, verify_queryable_inventory returned ORA-20001: Latest xml inventory

I', CPU patching a 18.7.0.0. database with the CPU jul 2020 release

I get this error:

c:\oracle\product\18.0.0\dbhome_1\OPatch>datapatch -verbose
