Notify Link in active ePerformance documents does not work.

The Notify link in the top right corner of the ePerformance document does not work.

When I click on the link this box pops up.  It will allow me to enter Message Text but it will not allow me to enter anything within the address field TO: and the send button is grayed out.

Any advice is appreciated.  I am new to Peoplesoft and so elementary or remedial instructions are appreciated as well.
