ORA-24006: cannot create QUEUE, XLA.XLA_109406898_DOC_Q already exists

In Oracle AP, we scheduled "Create Accounting" program for each operating units. This runs on daily basis once a day. Unknowingly we observed that whenever create accounted ends in error "ORA-24006: cannot create QUEUE, XLA.XLA_109406898_DOC_Q already exists", it schedules two jobs for the next run. Normally it is suppose to schedule only one job for next run, but due to this error, Oracle is scheduling two jobs for the next run (which is not correct). Can anyone guide me if it is a know issue to anybody?
