Project Budgets - 2 Budget Stategy Possible?

I'm looking into setting up 2 budgets. One for the total budget of a project and one for the commitments/PO costs.

Is this possible? I've seen reference to this but cant find any evidence of anyone achieving this?

I have a fully setup projects module in Oracle but running on one, absolute budget, but need to review if I can have two, one specifically for controlling PO costs only

I've been attempting to setup two budgets against a project, one that doesn't have budgetary control (for the total project amount) and one that does have absolute budgetary control (for the PO costs).
