Subvars - How do you put double quotes around a value you when using EPMAutomate

I'm needing to create substitution variables with values that have double quotes around them like "JUL_31"  What syntax should I use to do this when setting the variables via epmautomate? I have tried  "JUL_31",  ""Jul_31"", and '"Jul_31"' as the value for the variable.
