Why ship confirm does not prompt for serial numbers when using basic serial# and choosing not to upd

Was thinking of switching our ship confirm to NOT update inventory at ship confirm but instead at sales update. But then I see and confirmed that the program will not prompt for serial numbers when using basic serial#'s, which we use (P4220-F4220). I am wondering why that is, the two don't seem related to me. We still want to identify what serial#'s were shipped.
