unable to execute adbldxml.pl after adding EBS database as a plugable database facing error ORA-1250

i am upgrading my EBS database from 11.2.0.4 to 19C

i am following Interoperability Notes: Oracle E-Business Suite Release 12.1 with Oracle Database 19c ( Doc ID 2580629.1 )

i have done almost 99% tasks from that document

i am struck on Run the post PDB script

perl txkPostPDBCreationTasks.pl -dboraclehome=/opt/oracle/db/tech_st/19.3.0 \outdir=/opt/oracle/db/tech_st/19.3.0/appsutil/log -cdbsid=CDBTEST6 -pdbsid=TEST6 \appsuser=apps -dbport=1521 -servicetype=onpremise

which gives error

Connection parameters values:

Database server hostname ==> TAEBSD06.PEL.COM

Database listener port ==> 1521

Database SID ==> TEST6

Database schema name ==> apps

Could not Connect to the Database : Listener refused the connection with the following error:
