in Patch Reviews - DB (MOSC) Question

I am running pre-checks against an 11.2.0.4 installation on Windows 2012 Server. The readme.html indicates "Query current_scn from v$database, make sure it's less than 15169738620928". The database's current scn is 15525720008202. Is an upgrade the only path to reaching up-to-date patch level?
