Relink of Oracle binaries required after upgrading the OS?

Hi ,

our databases are currently are of Oracle release 12.2.0.1 and we will upgrade them to Oracle release 19.8.0.0. But as a first step before upgrading the databases we will upgrade the OS as well. Currently we are using Red Hat Enterprise Linux 7.5 - we plan to upgrade to Red Hat Enterprise Linux 7.8.

Now my first question is: when the OS has been upgraded from 7.5 to 7.8 is it required to relink all Oracle binaries afterwards or is nothing like this required? If a relink (or whatever) is required: what are the exact commands?

And my second question: is the current OS release (in our case Operating system: Red Hat Enterprise Linux Server 7.5 (Maipo),  Kernel: Linux 3.10.0-862.9.1.el7.x86_64) detailed somewhere stored in the data dictionary?
