Restrict inventory organizations user wise

Initially we have 20 inventory organizations in our business operating unit.We need to restrict 3 Inventory Organizations to a User.Because 1 user will create Purchasing Order for Multiple Organizations.So i have to grant access to 3 Inventory Organizations.Kindly advise me how to do this?I have created Security Profile too.But it does not worked.
