Oracle BIP for JDE One View Reporting

Hi! Our customer is running JDE E920, Tools 9.2.3.1. They would like us to install OVR for them. We checked the OVR requires Oracle BI Publisher. We downloaded the "Oracle Business Intelligence 12c (12.2.1.3.0)" from Oracle edelivery which consists of two zip files "V886584-01_1of2.zip" and "V886584-01_2of2.zip".

We would like to know if it is the correct distribution which included in the JDE Technology Foundation because I heard that there is an Enterprise Edition of Oracle BI which needs license separately. Please advise.
