Multilingual set up DECISION_TYPE_CD on S_CONTACT to store multilingual values not working

I am having requirement to make existing column DECISION_TYPE_CD on S_CONTACT to store multilingual values. I created bounded pickist, multilingual LOV, and made changes on column level. But even after this after EIM load value is still reflecting in English for German application. If I update the same column from UI it store translated value in German.

I have made column level changes on EIM_CONTACT and S_CONTACT.

Translation Table Name : S_LST_OF_VAL

LOV_TYPE : ENTP_NO_SYNC_REASON (Translate and Multilingual TRUE on LOV TYPE and LOV Values)

LOV Bounded : Y

It is working for other columns, our application works in 11 languages, all language packs are installed.
