Upgrading from 12.1.3 to 12.2.9 question about CUP patch pg 4-47 #9.

Hi all,

I'm upgrading from 12.1.3 to 12.2.9.  I'm following the EBs Upgrade manual e73540.  On pg 4-47, #9, I'm a little confused as to steps 1 and 2 of this section.

On step 1, I merge the upgrade patch for 12.2 with the latest consolidated upgrade patch (10117518 and 28853096, repectively) as instructed by the 10117518 readme.  I apply those patches using adpatch on the 12.2 filesystem fs1.

But then on step 2, I'm supposed to apply the latest CUP patch (28853096) in preinstall mode to the Run Edition File System. 

Why do I need to do step 2 if I already applied it as a merge patch in step 1?
