How does one install ASR on an ODA X8-HA?

I recently did a reimage and bare metal provision of an ODA X8-HA to 19.7.   When I tried to configure ASR, it failed with: "DCS-10001:Internal error encountered: null"

I do not think ASR was installed.

# odacli describe-asr
DCS-10032:Resource ASR is not found.

Does anyone know how ASR is supposed to be installed on an ODA X8-HA?

# odaadmcli show env_hw

BM ODA X8-2 HA
