xenvironment no trusted certificates found

In xstore 17, we are having and issue during the close where when in the environment, the closing process tries to get files downloaded from xcenter from the environment folders so they can be processed.

Everytime it tries to do this over port 9097, we get "no trusted certificates found".  All of the environment ports are open (we have telneted into each to verify).

We are using Windows 10 and cannot get around this issue.

Has anyone else run into this issue?
