Oracle is creating diagnostics dump and problem with rebuilding the index.

Problem summary

Oracle version 12C2
  creates loads of log file folders and fills the disk. Further investigation
  zeroed in the problem at the tablespace named “ABBSGData”. We were unable to
  Re-build the index at this table. We need support in successfully rebuilding
  index of this tablespace. We also need further help in resolving the log-file
  creation issue.

Problem causing tablespace is occupying 90GB space.

Environment

Current version Oracle version 12C2.

Here are the pertinent details.

Oracle is creating
  a dump file approximately every 30 seconds on the C:\ drive.  The frequency and size of the files is
  causing the C:\ drive to become totally filled.
