What are the certification requirements for Oracle Database 19c?

It's been a while since I was in MetaLink/My Oracle Support/whatever it's called now.  Where can I find the certification requirements for installing Oracle database enterprise edition 19c?  I'm looking for the usual information: supported operating systems, memory, space, etc.
