REPL Capture/Apply: flow control wait event

Does anybody know what this wait event is all about:  "REPL Capture/Apply: flow control 7,698 3263.6 423.95ms 41.6 Queueing

My replicats are going so slow ,lag is getting increased to 40 hours

and this wait even is the only thing showing . there are 1 PDBs and 1 replicats.

SGA is 150G

stream_pool_size 15G

DBOPTIONS INTEGRATEDPARAMS(parallelism 4,eager_size 64000)

DBOPTIONS LOBWRITESIZE 1048576

BATCHSQL BATCHESPERQUEUE 1000,BATCHTRANSOPS 100000,OPSPERBATCH 100000,OPSPERQUEUE 5000
