no RPAS package in ascs 19 Starter kit

Hi,

We downloaded v19 Assortment Item planning starter kit from Oracle support site. However unlike v18 starter kit, the RPAS components are not included in the v19 package, it only has the config tool, APIP configuration and sample data files.

I thought RPAS is needed for us to patch the config locally first before sending the config to cloud for patching.

Here is the package name we downloaded, did we download a wrong one?
