In EBS (R12.1.3) EAM - Work orders in Release - Scope approved but unable to change to Complete

Hi

We have an issue in EAM (EBS R12.1.3) where the Work Orders is in status of Released - Scope Approved, we are unable to change the status from Released - Scope Approved to Complete.

Have anyone seen this issue before.
