RPAS V16 Config Tools not opening a configuration

I have installed the Configuration Tools V16 on my laptop (Windows 10), however I am unable to open a new project or an existing configuration.

I get the following error message when i run the program and try to open something,

C:\Oracle\RPAS16\ConfigTools\bin>cd ..\resources

C:\Oracle\RPAS16\ConfigTools\resources>java -cp ../lib/ide.jar;../lib/toolsapi.jar;../lib/ridecommon.jar;../lib/installer.jar;../lib/junit.jar;"C:\Oracle\RPAS-16.0.2\RPAS/lib/rpasjni.jar";../lib/cvslib.jar -Djava.library.path="C:\Oracle\RPAS-16.0.2\RPAS/lib" -Djava.system.class.loader="com.retek.ride.RideClassLoader" -Dfile.encoding="UTF-8" com.retek.ride.workbench.gui.Workbench
