What privileges are required to provision GG 19.1 Microservices from marketplace oci

When I am trying to provision I am getting following error:

1 error occurred:

               * module.ogg_compute.oci_core_public_ip.public_ip: 1 error occurred:

               * oci_core_public_ip.public_ip: Service error:NotAuthorizedOrNotFound. Authorization failed or requested resource not found.. http status code: 404. Opc request id: 86efb2b8b67024fbb565989b209cf88f/028A0454F7DECC8D2205E5C91AAAA89C/69FEA482D328DD9A7706FFE6AEFCFA95
