Oracle 19c Database Upgrade From 11.2.0.4 to 19.2.0.0 (preupgrade logs warns for Oracle Streams must

Hi all, We are planning to upgrade an Oracle database 11.2.0.4  to 19.3 on Windows (64bit). We installed new oracle home and run appropriate preupgrade tools. Preupgrade log had a warning referring to removal of Oracle Streams prior to upgrade. Actually, there is no Streams setup, might have been an attempt from previous dba. We went through several documents, but either they suggest removal of Oracle Streams or that simply Streams api will be removed during upgrade. Moreover, going through the following doc Oracle 19c Preupgrade Log Warns Oracle Streams must be Removed Though no Streams is Setup (Doc ID 2666384.1), notes that for versions pre-12.1.0.2, in or case we are in 11.2.0.4, the procedure dbms_streams_adm.remove_streams_configuration must not be used as may lead to unwanted results. could please someone assist us, on how to manually remove Oracle Streams before upgrade?
