UA B sends INVITE in response to UA A's INVITE. UA A is not responding with 491 causing a Loop

hi

I am facing strangest of strange problems, i have 2 user agents UA-A which is oracle SBC and UA-B which is Genesys SIP Server. For an Inbound call when my SBC is sending an INVITE to UA-B, UA-B instead of responding with 180 is responding back with INVITE which i thought should be rejected by SBC with 491 Error but it sends the INVITE Upstream creating a Loop. We are on 8.1 P25.  I am sharing both the INVITEs here

INVITE sip:21892718@130.51.29.248:5060;user=phone SIP/2.0
