Why would no approvals be required for new job opening when the JobOpening Approval process is activ

When submitting a job opening, the Approvals tab says "No Approvals Required".  Why does that happen when I have an Approval Process (AWE) already setup for Job Openings and I know it has worked in past.

Background-

I am testing making a change to an existing approval process that works in our production system.

In my TEST system using a fresh copy of Production, I cloned the working process and then added the new step to the new cloned process.

I made the new process active and deactivated the older working process.  For the new approval step, I also made the criteria and details  equal the steps already present.
