How to customize workflow config notifications to send email only in certain circumstances?

We allow employees to change their addresses in Self-Service with automatic db update.  Notifications are sent to a group of people with a special role I setup to get these. We use the Workflow Configuration for HR_ADDR_CHG. 

All 5 people who get this are in Benefits or HR. 

we have a request from a dept mgr to see all of these notifications for only their dept. How can I customize the notifications so that the original 5 people get the notifications that they are supposed to AND the dept mgr gets notifications only for employees where the department is in the 6000 range?
